Most common reasons PPS applications are refused
No evidence of need — or wrong type
This is the most common reason. You need a document showing why you need the PPS number now. A vague explanation isn't enough — it must be a letter from an employer, school, social welfare office, or Revenue.
Proof of address not accepted
Your address document was outdated (more than 3 months old), was in someone else's name, or wasn't an accepted document type.
IRP card expired or wrong stamp type
For non-EU citizens — if your IRP card was expired, or your stamp type doesn't qualify (e.g. Stamp 3), the application is refused.
Identity couldn't be verified
Your passport was expired, the photo didn't match, or the document wasn't accepted as valid identity.
You already have a PPS number
If you lived in Ireland before, you may already have a PPS number. Applying for a new one will be refused — the system shows a duplicate.
How to reapply after a refusal

Find out the exact reason it was refused
If you weren't told clearly, call the office that handled your appointment and ask them to specify what was missing.

Get the missing document
Use the list above to identify what was wrong and fix it before you rebook. Don't rebook until everything is in order.

Book a new appointment
Go to mywelfare.ie and book a new appointment. You cannot appeal a PPS refusal — you simply reapply with the correct documents.
