PPS Application Rejected — Why and What to Do

A rejected PPS application is frustrating but fixable. Almost every refusal comes down to one of five reasons — and most of them can be resolved before your next appointment.

Most common reasons PPS applications are refused

No evidence of need — or wrong type

This is the most common reason. You need a document showing why you need the PPS number now. A vague explanation isn't enough — it must be a letter from an employer, school, social welfare office, or Revenue.

Fix: Get the correct evidence before rebooking. Ask your employer for a written letter, or contact Revenue for a request letter.

Proof of address not accepted

Your address document was outdated (more than 3 months old), was in someone else's name, or wasn't an accepted document type.

Fix: Get a fresh utility bill, bank statement, or official letter. If you live with someone, ask them for a letter confirming you live there.

IRP card expired or wrong stamp type

For non-EU citizens — if your IRP card was expired, or your stamp type doesn't qualify (e.g. Stamp 3), the application is refused.

Fix: Renew your IRP before reapplying. If your stamp type is the issue, contact the Department of Justice about changing your permission.

Identity couldn't be verified

Your passport was expired, the photo didn't match, or the document wasn't accepted as valid identity.

Fix: Renew your passport or bring an alternative identity document. Contact the office in advance if you have specific identity document issues.

You already have a PPS number

If you lived in Ireland before, you may already have a PPS number. Applying for a new one will be refused — the system shows a duplicate.

Fix: Contact the Department of Social Protection to retrieve your existing PPS number instead of applying for a new one.
