Application Rejected — Why It Happens and How to Fix It

Getting your driving licence application rejected is frustrating — but in most cases, it's fixable. Here are the most common rejection reasons and exactly what to do in each situation.

Rejected at the NDLS counter (on the day)

Most rejections happen not through a formal decision but on the day — when NDLS staff review your documents and find something missing or incorrect. In this case, your application is not processed and you'll need to rebook.

Common reasons for rejection at the counter

Eye test report older than 1 monthThe D502 must be less than 1 month old on the day of your appointment — not the day you had the test done. If you had it done 5 weeks ago, it's out of date. Get a fresh one.
Proof of address older than 3 monthsAll address documents must be dated within the last 3 months. A utility bill from 4 months ago won't be accepted.
Theory test certificate expiredPass certificates are valid for 2 years. If yours has expired, you must sit the theory test again before applying.
Learner permit expiredIf applying for a full licence but your learner permit has expired, you must renew the permit first — even with a valid driving test pass cert.
Application form incompleteMissing sections on the D201 or D401 form. Complete every field before attending.
Copies instead of originalsThe NDLS does not accept photocopies of any document. Originals only.
No PPS number providedYour PPS number is required for all applications. Bring a document showing it clearly.

Formal rejection — medical or eligibility grounds

In some cases, the NDLS issues a formal rejection — typically where there is a medical fitness concern, an unresolved penalty point issue, or a question about your eligibility to hold a licence.

Request a written explanation

If your application was formally rejected, request a written explanation from the NDLS. You are entitled to know the specific reason.

Address the issue

Depending on the reason, you may need to provide additional medical documentation, resolve penalty point issues, or correct an error in your application.

Appeal if appropriate

If you believe the rejection was incorrect, you can appeal to the NDLS. If the NDLS appeal is unsuccessful, you can escalate to the RSA. In extreme cases, a judicial review is possible but rarely necessary.

How to avoid rejection — pre-appointment checklist

Check every document's date before you goThe most preventable rejections are caused by out-of-date documents. The day before your appointment, check: eye test date (must be within 1 month), address proof date (must be within 3 months), theory cert date (must be within 2 years).
