How to Get a Learner Permit in Ireland
A learner permit is the first step to driving legally in Ireland. Before you can apply, you must pass the theory test. Here's exactly what to do โ step by step.

You cannot apply for a learner permit without a valid theory test pass certificate. The certificate is valid for 2 years โ so book your NDLS appointment promptly after passing.
The process โ step by step

Pass the theory test
Book your theory test at theorytest.ie. The test costs โฌ45. You need a score of 35/40 to pass. It covers Rules of the Road, road signs, and hazard perception. You can sit the test from age 15ยฝ โ so you can have your pass certificate ready for when you turn 17.
If you fail, you can rebook immediately โ there is no waiting period. Your pass certificate is valid for 2 years.

Book your NDLS appointment
Book online at ndls.ie. Appointments are typically available within 1โ2 weeks at most centres but can be longer in Dublin city. You can also walk in to some centres, but you risk a long wait. Booking in advance is strongly recommended.

Gather your documents
You need your theory test certificate, proof of identity, proof of address, an eye test report (completed by a registered optician), and your application form. See the full checklist below.

Complete the D201 application form
Download and complete form D201 before your appointment โ don't leave it to fill in at the centre. This is the learner permit application form. One error or missing section means starting over.

Attend your NDLS appointment
Bring everything in original form โ copies are not accepted. Staff will verify your documents, take your photo, and process your application. If everything is in order, you may receive your permit on the day or it will be posted within 5 working days.

Pay the fee
The learner permit costs โฌ35. You can pay by card or cash at the NDLS centre. There is no fee reduction โ the โฌ35 applies to everyone regardless of age or circumstance.

Documents required
Identity
Valid passport or national identity cardMust be in date. Irish driving licence or Public Services Card is also accepted as photo ID if combined with another identity document.
PPS numberYou must provide your PPS number. Bring your PPS card, a Revenue document, or your MyGovID showing it.
Proof of address
Utility bill or official letterMust be dated within the last 3 months and show your name and current Irish address. Bank statements, Revenue letters, or Intreo letters are all accepted.
Theory test
Theory test pass certificateThe original certificate issued at the test centre. Must still be valid (within 2 years of the pass date).
Eye test
Eyesight report (form D502)Must be completed and signed by a registered optician or GP. Cannot be more than 1 month old. You must meet the minimum vision standard โ 6/12 in the better eye with correction if needed.

Learner permit rules you must follow
A learner permit is not the same as a full licence. These restrictions apply at all times:
Restrictions on learner permit holders
Must be accompanied by a qualified driverThe accompanying driver must hold a full Irish or EU licence for the same category โ for at least 2 years. They must sit in the front passenger seat.
Must display L-plates at all timesOne on the front and one on the back of the vehicle, clearly visible. Magnetic plates are acceptable.
Cannot drive on motorwaysCategory B learner permit holders are prohibited from driving on motorways โ even with an accompanying driver.
Zero alcohol limitThe legal BAC limit for learner drivers is 0 mg/100ml โ stricter than the 50mg limit for full licence holders.
Cannot carry passengers for rewardYou cannot charge passengers or drive professionally on a learner permit.
Driving unaccompanied on a learner permit is a criminal offence
Not just a fine โ it's a criminal offence that can result in prosecution, penalty points, and disqualification. Your insurance may also be invalidated, meaning you could be fully liable in an accident.
Renewing your learner permit
A learner permit is valid for 2 years. You can renew it โ but the rules changed in 2018. If you have held 2 or more learner permits and have not yet passed your driving test, you must complete at least 6 EDT lessons before your permit can be renewed again.
There is no limit to how many times you can renew a learner permit โ but each renewal requires the same documents and another โฌ35 fee. You also need a fresh eye test if your previous one is more than 1 month old.
