Why HAP Applications Get Rejected — and How to Fix It

The most common rejection reasons

HAP is processed by your local council. Each council has slightly different requirements, but these are the mistakes that cause rejections everywhere in Ireland.

  Missing or incorrect documents
  The most frequent reason. A document is missing, expired, or doesn't match the name on the application. Proof of income, proof of address, and PPS numbers must all match exactly.
  How to fix it: Check the council's exact document checklist before submitting. Every person in the household needs their own documents.

  Income declared incorrectly
  The income section is where most people make mistakes. If you work part-time, have multiple jobs, or receive social welfare on top of wages, you need to declare all of it. Leaving anything out — even accidentally — causes rejection.

  Rent exceeds HAP limits for your area
  HAP has maximum rent limits that vary by county and household size. If your rent is above the limit for your area, your application will be refused — even if everything else is perfect.
  How to fix it: Check the HAP rent limits for your county before applying. Some councils allow discretionary top-ups.

  Not on the social housing list
  To get HAP, you must be on your council's social housing waiting list first. Many people don't realise this and apply for HAP directly — and get refused because they haven't done this step.
  How to fix it: Apply for social housing assessment at your local council first. Once approved, you can then apply for HAP.

  Landlord didn't complete their section
  The HAP form has a section that must be completed and signed by your landlord. If they miss fields, sign in the wrong place, or don't submit on time, your application stalls.
  How to fix it: Go through the landlord section with your landlord before submitting. Make sure every field is complete and the signature is in the right place.

  Wrong PPS number or IBAN
  A single digit wrong in your PPS number or bank IBAN causes the whole application to fail. These are checked automatically and mismatches are rejected without explanation.
  How to fix it: Double-check your PPS number against your official letter. Check your IBAN against your bank app — not from memory.

  Documents are out of date
  Bank statements, payslips, and utility bills must be recent — usually within the last 3 months. Older documents are rejected even if everything else is correct.
  How to fix it: Gather all documents within the same week before submitting. Don't use documents you collected weeks ago.
