What's a normal waiting time?
Processing times vary significantly by council. Some process HAP in 2–4 weeks. Others, particularly in Dublin, can take 2–3 months or longer during busy periods.
2–4 weeks
Normal in smaller counties. Application is moving through the system.
4–8 weeks
Common in busier councils. Worth a check-in call but not unusual.
8+ weeks
Time to follow up actively. Something may be missing or stuck.
Why applications get stuck

A document is missing
The council puts the application on hold and waits for you to send the missing item. They may not contact you — the application just sits there. This is the most common reason for long delays.

The landlord section is incomplete
If your landlord missed a field or didn't sign correctly, the council can't process until it's corrected. They may contact your landlord directly — or wait for you to sort it.

Means test is taking time
If your income situation is complex — multiple jobs, self-employment, variable hours — the means test takes longer to calculate. This is normal but can add weeks.

High volume at the council
Some councils are overwhelmed with applications. There's not much you can do here except follow up politely and regularly.
What to do if your application is delayed

Call your council's HAP section directly
Don't email — call. Ask for the status of your application and whether anything is missing. Have your application reference number ready. Write down the name of who you spoke to and what they said.

Ask specifically if documents are missing
Don't ask "is everything okay?" — ask "is there anything missing from my application?" A direct question gets a direct answer.

Follow up in writing
After the call, send an email to the HAP section summarising what you discussed. This creates a record and often speeds things up — councils tend to prioritise cases where the applicant is actively engaged.

Contact your local TD or councillor
If weeks pass with no movement, contact your local councillor or TD. This is completely normal in Ireland and often unblocks stalled applications quickly. It's not complaining — it's using the system as it's designed.
