Your documents (applicant)
Identity & PPS
Photo IDPassport or national identity card. Must be valid and not expired.
PPS numberYour PPS card, a letter from Revenue, or your MyGovID showing your PPS number.
Proof of address
Utility bill or bank statementMust show your name and current address. Must be dated within the last 3 months.
Income documents
Recent payslips (if employed)Last 3 months of payslips from all employers. Shows gross income before tax.
Social welfare letter (if receiving welfare)Official letter showing your weekly payment amount. From MyWelfare.ie or the department.
Tax return or accounts (if self-employed)Most recent Form 11 or audited accounts. Shows net profit.
Bank details
IBAN for your bank accountWhere HAP differential rent will be collected from. Must match your name exactly.
Housing list confirmation
Letter confirming you're on the social housing listYou must be on the council's housing waiting list before applying for HAP.
Partner's documents (if applicable)
If you have a partner living with you, they need to provide the same documents independently.
Partner documents
Partner's photo IDPassport or identity card.
Partner's PPS numberRequired even if they're not named on the tenancy.
Partner's income documentsPayslips, social welfare letter, or self-employment accounts — same as above.
Landlord documents
Your landlord must also provide documents and complete their section of the HAP form.
Landlord requirements
Landlord's PPS number or company tax numberRequired for HAP payments to be processed.
Proof of property ownershipLand Registry folio or mortgage statement showing they own the property.
IBAN for rent paymentsBank account where the council will send HAP payments each month.
Tenancy agreementSigned copy showing agreed rent amount, your name, and the property address.
Landlord section is a common blocker
Many HAP applications stall because the landlord didn't complete their section fully. Go through it with them before submitting — don't leave it to chance.
