Steps to transfer HAP to a new property

Contact your council's HAP section before you move
Let them know you're planning to move and want to transfer your HAP. They'll tell you what forms and documents they need and what the process looks like in your council area.

Confirm the new property is within HAP rent limits
The new property's rent must be within the HAP limits for your county and household size. If the rent is above the limit, HAP cannot cover it and you'll need to find somewhere cheaper or negotiate with the landlord.

Get your new landlord's details
Your new landlord must provide their PPS number, IBAN, proof of ownership, and complete the landlord section of the HAP form. Do this before you sign any lease.

Submit the new HAP application
You effectively submit a new HAP application for the new address. Your council will process it and set up payments to the new landlord. Your differential rent contribution continues as normal.

Give proper notice to your old landlord
Follow your tenancy agreement for notice periods — usually 28–90 days depending on how long you've been there. HAP payments to your old landlord stop from the date you vacate.
Moving to a different council area
If you move to a property in a different county or council area, you need to transfer your social housing application to the new council as well as your HAP. Contact both councils early — the process takes time and you don't want a gap in housing support.
