How to Appeal a HAP Decision in Ireland

HAP refused, suspended, or ended unfairly? You have the right to appeal. Here's exactly how the appeals process works and what your chances are.

Grounds you can appeal on

Application refused — you disagree with the reason

If the council refused your application and you believe the reason is incorrect or that you provided the required information, you can appeal the refusal.

Income assessed incorrectly

If you believe the means test calculated your income wrongly — included exempt payments, used wrong figures, or didn't apply correct disregards — this is strong grounds for appeal.

HAP suspended for missing a contribution payment

If your HAP was suspended because you missed a differential rent payment, contact the council immediately, pay any arrears, and ask for reinstatement. This is often resolved without a formal appeal.

HAP ended without proper notice

If your HAP was terminated and you weren't given proper written notice or the reason given is disputed, you can challenge the decision.

How to appeal

Contact your local TD or councillorYour local TD or councillor can make representations to the council on your behalf. This is completely normal in Ireland and can be very effective at getting decisions reviewed or reconsidered quickly.
Don't stop paying your contribution during an appealEven if you're appealing a decision, continue paying your differential rent contribution. Falling into arrears during an appeal makes your situation significantly harder.
