Can I Get HAP If I'm Self-Employed?
Being self-employed doesn't stop you from getting HAP — but it makes the income assessment more complex. Here's exactly what you need and how to avoid delays.

Short answer
Yes — self-employed people can get HAP. The council assesses your net profit (income minus business expenses), not your turnover. You'll need more documents than an employee would.
How self-employment income is assessed
For employees, income assessment is simple — the council looks at payslips. For self-employed people, it's more involved. The council wants to see your net profit — what you actually earn after business costs.
They use your most recent tax return (Form 11) or audited accounts as the basis. If your income has changed significantly since your last filing, you can provide a current profit and loss statement instead.
Net profit, not turnover
If you earn €60,000 in revenue but spend €40,000 on business costs, your assessable income is €20,000 — not €60,000. Keep clear records of all business expenses.
Documents you need as a self-employed applicant
Most recent Form 11 (tax return)Filed with Revenue. Shows your declared income and expenses for the year.
Revenue Notice of AssessmentThe letter from Revenue confirming your tax liability. Shows your assessed income.
Business accounts or profit & loss statementIf your income has changed since last filing, bring current accounts prepared by an accountant.
Bank statements (3–6 months)Business and personal bank statements showing income deposits and business expenses.
Tax Clearance CertificateSome councils require proof that your taxes are up to date. Get this from Revenue's myAccount.
Self-employment applications take longer
Because income is harder to verify, the council's means test for self-employed applicants takes more time. Bring as much documentation as possible to avoid being asked for more later.
