Exchanging a Non-EU Licence โ€” Which Countries Qualify

Exchanging a non-EU driving licence in Ireland is more complex than an EU exchange. Whether you can exchange without sitting a test depends entirely on which country issued your licence.

Recognised countries โ€” no test required

Ireland has bilateral agreements with certain non-EU countries. If your licence was issued by one of these countries, you can exchange it for an Irish licence without sitting a theory test or driving test:

Countries not on the recognised list

If your licence was issued by a country not on the recognised list, you cannot directly exchange it. You will need to:

Apply for a learner permit

Pass the Irish theory test and apply for a learner permit through the normal process. Your foreign driving experience counts for nothing legally โ€” you must start from the learner permit stage.

Complete EDT lessons

Complete the 12 Essential Driver Training lessons with an approved driving instructor.

Pass the driving test

Sit and pass the Irish driving test, then apply for your full Irish licence.

Driving on a non-recognised foreign licence in IrelandIf your foreign licence is not from a recognised country, you can use it in Ireland for up to 12 months from when you became ordinarily resident. After that, you must hold an Irish learner permit (minimum) to drive legally.
