Who Qualifies for Temporary Protection in Ireland?

Temporary Protection applies to most Ukrainian nationals who fled Ukraine on or after 24 February 2022. But the exact rules have some important details — particularly for non-Ukrainian nationals, people who arrived before the invasion, and children.

Main eligibility groups

Group 1 — Ukrainian nationals

You qualify if you are a Ukrainian national who was residing in Ukraine before 24 February 2022 and who left on or after that date. This is the straightforward case and covers the vast majority of Ukrainian people in Ireland.

Group 2 — Non-Ukrainian nationals who were in Ukraine

You may qualify if you are not a Ukrainian national but were living in Ukraine with a permanent residence permit or equivalent status, and you cannot safely return to your home country. This covers some students, long-term residents, and stateless persons who were in Ukraine when the invasion began.

Group 3 — Family members

Family members of Ukrainian nationals who were not themselves in Ukraine on 24 February 2022 but who have since fled may also qualify. Family means spouse or partner, dependent children, and in some cases other close relatives.

Who does NOT qualify

These groups are generally not eligible for Temporary Protection
  • Ukrainian nationals who were not residing in Ukraine before 24 February 2022 (for example, Ukrainians who had been living in another EU country for years before the invasion)
  • Non-Ukrainian nationals from Ukraine who can safely return to their home country
  • Persons who arrived in Ireland before 24 February 2022 on a different status (student visa, work permit, etc.) — unless they have a separate basis to claim

What to bring when registering

  • Ukrainian passport (even if expired)
  • Any document showing you were in Ukraine before 24 February 2022 — utility bill, lease, employment record, school records
  • Birth certificates for children
  • Marriage certificate if registering as a family
  • Any Irish address evidence you have
No documents?If you fled without documents, you can still register. IPAS (the International Protection Accommodation Service) and the Garda National Immigration Bureau can work with a statutory declaration explaining your circumstances. Don't let missing documents stop you from registering.

Children born in Ireland

Children born in Ireland to parents with Temporary Protection status are covered under their parents' status. They should be registered as dependants. Each child needs their own PPS number and should be registered with a GP as soon as possible to access healthcare.
