Typical timeline
Day 1
Submit your completed SWA49 form and all documentsYour CWO receives everything — form, ID, proof of address, tenancy docs, and completed landlord section.Days 1–5
CWO reviews your applicationYour community welfare officer checks your documents, confirms your social welfare status, and verifies your tenancy details with the landlord if needed.Days 5–14
Means assessment and rent limit checkDSP assesses your income, applies the means test, and confirms your rent is within the county limit. A home inspection may be arranged during this period.Weeks 2–4
Decision issuedFor a straightforward, fully complete application, a decision typically comes within 2–4 weeks. You are notified in writing. First payment follows shortly after approval.Complete applications are fasterApplications with all documents present and the landlord section fully completed are processed significantly faster than incomplete ones. The biggest delay is almost always a missing document.
Common reasons for delays
Landlord section of SWA49 not completed or not signedThis is the single most common cause of delay. Your CWO cannot process the application without it.
Missing proof of 6 months prior rentingIf you cannot show you were renting for 6 months before applying, your CWO will request additional evidence.
Rent above the county maximum limitIf your rent exceeds the DSP limit, your CWO must negotiate with your landlord before proceeding. This can add weeks.
Property inspection requiredIf the accommodation's standards are in question, DSP may arrange an inspection. This adds time to the process.
Additional means assessment neededIf you have a complex income situation — multiple income sources, a partner's income, self-employment — the means assessment takes longer.
High demand at your local Intreo CentreProcessing times vary by location. Urban offices (particularly Dublin) can be slower during busy periods.
What to do if you're still waiting
If four weeks have passed and you have not received a decision, contact your local Intreo Centre directly. Ask to speak to your assigned community welfare officer. Have your PPS number and the date you submitted your application ready.
If you are in urgent financial difficulty and cannot pay rent while waiting, tell your CWO. In cases of genuine urgent need, an interim payment can sometimes be arranged while the full application is processed.
Do not fall behind on rent while waitingIf your landlord is threatening to end your tenancy because rent is overdue, inform your CWO immediately and contact Threshold (the housing charity) for advice on your tenancy rights.
