Which stamp types qualify

Full access to public services. Recognised refugees, long-term residents, and people with leave to remain โ all fully eligible.
โ QualifiesStamp 5
Without condition as to time โ unrestricted access to all public services including medical card.
โ Qualifies (limited)Stamp 1
Work permit holders โ eligible if income is within limits and habitual residence is established.
โ Does not qualifyStamp 3
No right to work, no access to most public services. Not eligible for a medical card.
โ Limited accessStamp 2 (students)
Student permission. Generally not eligible unless there are exceptional medical circumstances.
Documents to include
Passport + valid IRP cardYour current Irish Residence Permit showing your stamp type and expiry date.
PPS numbers for all household membersAdults and children.
Proof of addressUtility bill, bank statement, or official letter within last 3 months.
Proof of incomePayslips, social welfare letter, or DSP payment confirmation.
Evidence of habitual residenceLease agreement, employment contract, or other documents showing Ireland is your main home.
IRP must be currentAn expired IRP will result in your application being refused. Renew your IRP before applying.
