What is the Habitual Residence Condition?
The Habitual Residence Condition (HRC) is a test used by the HSE to determine whether you're entitled to access means-tested public services in Ireland. It's not about citizenship — it's about where your life is centred.
Length of time in IrelandThe longer you've lived in Ireland, the stronger your HRC claim. Generally, 2+ years of continuous residence is very strong evidence.
Employment in IrelandWorking and paying PRSI in Ireland is the strongest single factor for HRC. It demonstrates economic integration.
Centre of interestWhere your family lives, where your children go to school, where you have a bank account — all show Ireland is your main base.
Future intentionsEvidence that you intend to remain in Ireland — lease agreements, employment contracts, school enrolment — all support your HRC claim.
Documents to include for EU applicants
Passport or EU identity cardYour valid EU/EEA identity document.
PPS numberFor yourself and all household members.
Proof of address in IrelandUtility bill, bank statement, or lease agreement dated within last 3 months.
Proof of employment or incomePayslips, employment contract, or social welfare letter confirming your payments.
Evidence of habitual residenceLease agreement, utility bills showing consistent address history, children's school enrolment letters, or employer letter confirming employment in Ireland.
Just arrived in Ireland?If you've arrived recently and are starting work, apply once you have your PPS number and at least one payslip. Your employment contract and lease agreement are sufficient HRC evidence at this stage.
