Income assessed as above the limit
The most common reason. Check whether all allowable deductions were included — rent, childcare, PRSI, USC, mortgage costs. If they were not, reapply with the correct income breakdown.
Missing documents
If a required document was not included, the application is assessed on incomplete information. Reapply with the full document set.
Habitual Residence Condition not met
Common for EU and non-EU applicants who have recently arrived. Include additional evidence of your ties to Ireland — lease, employment contract, school enrolment letters.
PPS number missing for a household member
Every adult and child in the household must have a PPS number included. Without it, the application is incomplete.
How to challenge a refusal
You have the right to request a review of a refused medical card application. Write to the HSE PCRS within 30 days of the decision letter, explaining why you disagree and including any additional supporting documents. If you are just above the income limit and have significant medical expenses, specifically request consideration for a discretionary medical card and include a letter from your GP or consultant.
