Your right to appeal
You have the right to request a review of any HSE medical card decision within 30 days of receiving the refusal letter. The review is carried out by a different officer who was not involved in the original decision.
How to appeal — step by step

Write a review request letter
Write to the HSE PCRS stating that you wish to appeal the decision. Include your full name, PPS number, and the date of the refusal letter. State clearly why you disagree with the decision.

Include supporting documents
If the refusal was due to missing documents, include them now. If it was due to income assessment, include evidence of deductions not previously considered — rent, childcare costs, medical expenses.

Request a discretionary card if applicable
If your income is slightly above the limit but you have significant medical costs, explicitly request consideration for a discretionary medical card. Include a letter from your GP or consultant describing your medical needs.

Escalate to the HSE if review fails
If the review upholds the refusal and you still believe the decision is wrong, you can escalate to the HSE Appeals Officer or contact your local TD for assistance.
