What is Rent Supplement?

The short version

Rent Supplement is a means-tested payment paid by the Department of Social Protection (DSP) to help cover rent costs for people who can't afford their rent and are receiving a social welfare payment. It is not a long-term housing solution — it is designed to be a short-term emergency measure while you wait for social housing or HAP.

Paid directly to you, not your landlordUnlike HAP, Rent Supplement is paid to you. You are responsible for paying your landlord. Some people find this simpler; others prefer HAP's direct payment arrangement.

Who is it for?

Rent Supplement is for people who are renting privately, receiving a qualifying social welfare payment (such as Jobseeker's Allowance, One-Parent Family Payment, Disability Allowance, or similar), and unable to meet their rent costs from their own income. You must also have a genuine housing need — you can't own your own home or have access to suitable accommodation.

Not for full-time workersIf you work 30 hours or more per week, you are not eligible for Rent Supplement. Part-time workers may still qualify — see the guide for working part-time.

How it differs from HAP

HAP (Housing Assistance Payment) is a separate scheme administered by your local council rather than the DSP. With HAP, your local council pays your landlord directly, and you pay a weekly contribution to the council. Rent Supplement is paid to you and is intended as a short-term bridge. Most people will eventually move from Rent Supplement to HAP.
