Eligibility for non-EU nationals

Non-EU citizens with a valid Irish Residence Permit (IRP) can apply for a PSC. There is no stamp type restriction — if you have a current IRP, you can go through SAFE registration regardless of whether your stamp is 1, 2, 3, 4, or 5.

However, what you can then do with the PSC may depend on your immigration status. For example, claiming Jobseeker's Allowance requires specific immigration permission in addition to a PSC.

Your IRP must be currentAn expired IRP will result in your SAFE appointment being refused. Do not book an appointment with an expired IRP — renew it first.

Proof of address in Ireland

  • Utility bill, bank statement, lease agreement, or official letter
  • Must show your name and current Irish address, dated within 3 months

PPS number

  • Letter from Revenue or DSP confirming your PPS number

What happens if your immigration status changes

If your stamp type changes — for example, you move from Stamp 1 (work permit) to Stamp 4 (leave to remain) — your PSC remains valid. The PSC is tied to your identity, not your immigration permission. However, you should update your address and contact details with DSP if they change.
