Common reasons JB is refused
Insufficient PRSI contributions
The most common reason. The DSP's record of your contributions may be incomplete — particularly if an employer failed to report your earnings to Revenue. You can request a full statement of your PRSI record and challenge errors.
Not satisfying the availability / seeking work conditions
If the DSP decides you are not genuinely available for work or not genuinely seeking it — for example, due to restrictions on your availability — JB may be refused or disallowed.
Voluntary unemployment disqualification
If you left your last job voluntarily without good cause or were dismissed for misconduct, a disqualification period of up to 9 weeks applies before JB is paid.
How to appeal

Request an informal review first
Contact the DSP section that made the decision and request a review. Explain why you believe the decision is wrong. This is quicker than a formal appeal and resolves straightforward cases — particularly PRSI record errors — faster.

Submit a formal appeal within 21 days
Download Form SWAO 1 from gov.ie or get it from Citizens Information. Submit within 21 days of the decision letter. Include all supporting documents — payslips, employer letters, P45, PRSI record printout.

Request an oral hearing
You can request to present your case in person to an Appeals Officer. Oral hearings typically produce better outcomes than paper-only appeals, particularly for PRSI disputes where your employment history needs to be explained.
